La Société de gestion des huiles usagées (SOGHU) is a non-profit organization created to meet the requirements of the Regulation respecting the recovery and reclamation of used oils, used oil and fluid containers, and used filters and incorporated in accordance with Part III of Companies Act (Quebec). According to the Regulation, every business that markets lubricating oils and/or oil filters under a trademark it owns or uses must put in place its own system of recovery and recycling of used oils, used oil or fluid containers, and used filters or join an organization that will put in place such systems for its Members. If a brand owner has no domicile or establishment in Québec, the responsibility falls on the leading Quebec supplier.
The activities of SOGHU are governed by the Regulation and by the Agreement with RECYC-QUÉBEC and will be the object of detailed reports to its Members and to RECYC-QUÉBEC. Collectors of used oil materials will have to submit to SOGHU detailed reports on the origin, volume and quantity of products collected and delivered to processors operating in conformity with the regulations.
The brand owners who have not advised the Environment Minister that they intend to put their own program in place can join SOGHU.
SOGHU, on behalf of its Members, is authorized to introduce an integrated program of recovery and reclamation for all applicable products, as well as a user information and awareness program.
SOGHU is managed by a board of directors comprised of 16 members, 14 of which are elected by its membership of brand owners, 1 appointed by RECYC-QUÉBEC and 1 is the chairperson of the Awareness Committee.
