Dear OEM Member/EHC Registrant:

In 2017, the Used Oil Management Associations (UOMAs) in Canada undertook a stakeholder consultation to review the Original Equipment Manufactured (OEM) categories for the initial fill of lubricating oil, automotive glycol fluid (anti-freeze/coolant), and oil filters. A consultation document was posted nationally on each UOMA’s website and the national UOMA website, and consultation was actively undertaken between February and August of this year. All stakeholder input was reviewed by the National Used Oil Material and Antifreeze Advisory Council and the Boards of each UOMA.

A summary of the recommendations stemming from the consultation include:

  • The UOMAs should adopt existing definitions for automotive categories, such as those defined on the Natural Resources Canada Fuel Consumption Guide;
  • To consider additional truck categories to provide more precise definition and better account for the range of fluids and filters contained in trucks sold in Canada; and
  • No comments were received regarding other OEM categories.

As a result, the following changes are being made to OEM Categories for sales effective April 1, 2018 in each province:

  • The vehicles in the Car and Light Truck categories will be classified as a Car or a Light Truck as per the Natural Resources Canada Fuel Consumption Guide (updated annually);
  • A new Medium Duty Truck category has been added for all trucks ranging in Gross vehicle weight rating (GVWR) from 8,501 – 19,500 lbs; and
  • Vehicles in the new Medium Duty Truck category have been assigned an initial fill of 27L of hydraulic and lubricating oil, 17L of Coolant Premix, 2 small filters, and 0 large filters for reporting and Environmental Handling Charge (EHC) remittance.
  • The Heavy Duty Truck category is now defined as all trucks ranging in Gross vehicle weight rating (GVWR) from 19,501 – 33,000 lbs, for which the reporting and EHC remittance rates remains the same.
